Digital nightmare for independent media: How weaknesses in Meta and YouTube algorithms are being used to censor journalists in Kazakhstan
Since early 2026 independent journalists and newsrooms in Kazakhstan have faced a sustained, coordinated campaign of digital takedowns, deepfakes and fake-account harassment that uses platform moderation systems to silence dissenting voices. International monitors say the pattern shows organized exploitation of algorithmic processes on Meta and YouTube, while journalists blame state-directed actors for the attacks.

Since the start of 2026 independent journalists and media outlets in Kazakhstan have been subjected to an unprecedented, coordinated campaign of digital harassment and censorship that media professionals and international monitors say exploits weaknesses in the moderation systems of global platforms such as Meta and YouTube.
The most recent high-profile incident involved a fabricated YouTube channel, DINARION, registered on July 23 and presented as belonging to journalist Динара Егеубаева. The channel posted three videos that used artificial intelligence to generate voice and facial imagery — deepfake techniques that appear intended to discredit and embarrass the journalist. Егеубаева urged her audience to file mass complaints using the platform’s “impersonation” option: «Думаю, все понимают, чьих это рук дело». At the same time, YouTube removed several of her original videos and issued three strikes against her legitimate channel.
The deepfake episode is part of a wider pattern that, according to journalists and rights groups, includes the rapid creation of clone accounts, mass filing of copyright and trademark complaints, deletion of posts and video content, and targeted blocking of messaging apps used by newsrooms. Journalists say the goal is not only to silence particular voices during politically sensitive moments but also to drain editorial resources by forcing constant restoration and legal appeals.
Founded outlets such as Республика have repeatedly seen their social accounts suspended or stripped of content. In early 2026 the outlet’s Instagram and Facebook pages and multiple posts by its editor-in-chief, Ирина Петрушова, were removed; Петрушова’s WhatsApp account was also blocked. Since July 10, the YouTube channel of Республика has been hit by waves of fake complaints that, as of late July, had resulted in the removal of nine videos and threatened the deletion of the entire channel.
Other outlets and journalists have reported similar attacks. Co-founder of the project БАСЕ Наталья Садыкова described repeated removals and disruptions over the past two years — Instagram pages deleted “forever” ten times, 545 videos wiped in April, repeated fake copyright claims on YouTube, and blocked personal and work WhatsApp accounts. Садыкова said these assaults leave newsrooms exhausted and forced to divert energy from reporting: «Каждый раз нам приходится кропотливо восстанавливать все с помощью наших международных партнеров. На это уходят огромные ресурсы, которые должны идти на журналистские расследования и новые публикации. Но мы тратим их на бесконечную борьбу с последствиями этих атак. В этом и есть цель власти — не только заставить нас замолчать, но и постоянно нас истощать».
Reporters Without Borders (RSF) conducted a probe into the mechanics of the campaign and found evidence that complainants used the identities of legitimate international brands to trigger platform takedowns. RSF documented that trademark infringement notices, ostensibly from Giorgio Armani S.p.A., were sent from an email address tied to a subcontractor of L’Oréal — loreal@sipi.sg — which L’Oréal later said had “по всей видимости, «был незаконно использован посторонними лицами».” RSF highlighted troubling gaps in platform verification: the standard Meta complaint form requires a verification code to be sent by email to the complainant, raising questions about how attackers completed that step without an acknowledged compromise of the subcontractor’s systems.
RSF representatives warned that the attacks take advantage of an overreliance on automation in content moderation. In an official RSF statement, the organization said: «Отсутствие сколько-нибудь серьезных проверок жалоб позволило авторам этих лиц добиться удаления журналистских материалов и блокировки важных для соблюдения права на информацию страниц.
О подобном злоупотреблении механизмами модерации было известно уже много лет, поэтому необходимо, чтобы платформы усилили механизмы ручной проверки жалоб людьми, особенно в случаях, когда речь идет о новостном контенте на чувствительные политические темы».
Journalists and editors cited in these incidents largely point to state involvement. Ирина Петрушова said the attacks fit a pattern that followed the government’s blocking of Республика’s website in November: «Мы имеем серьезные основания подозревать, что за этими действиями стоят власти Казахстана, — прокомментировала ситуацию главред «Республики» Ирина Петрушова. — После блокировки нашего сайта в стране в ноябре прошлого года эти усилия, по-видимому, направлены на то, чтобы лишить нас возможности публиковать важную информацию». Independent journalist Лукпан Ахмедьяров expressed similar suspicions: «Могу предположить только лишь одно: вряд ли этим занимается какое-то частное лицо. Я не верю, что частные лица, обычный человек, просто от нефиг делать будет этим заниматься. Я верю, что все это делается по заданию властей. Есть некие подрядчики, которые получают задание от министерства информации, от полиции, от КНБ».
Technology experts monitoring the campaign warn that platform incentives and automated moderation systems facilitate abuse. Pavel Банников, co-founder of Tesari.ai, said: «Техногигантам примерно всё равно, сколько контента удалять, пользователи ежедневно производят терабайты. Мета/Google/X и другим важно лишь чтобы не прилетел штраф от регулятора - то есть это та ситуация, в которой им проще и выгоднее алгоритмически банить примерно всё, на что пожалуются в рамках DMCA (Закон об авторском праве в цифровую эпоху), особенно вне юрисдикции США. Ведь такой пользователь вряд ли дойдёт до американского суда.
Алгоритм платформы банит юзера просто по жалобе, и доказывать, что он не верблюд, придётся самому юзеру. Если ему такую опцию вообще оставят, поскольку достучаться до администратора почти невозможно, если вы не гражданин США, Канады или одной из стран ЕС».
Attempts to obtain explanations from the platforms have met with limited success. RSF said YouTube did not respond to requests for information, and Meta promised comment but did not meet the organization’s deadline. The lack of timely, transparent platform responses has amplified concern in media circles and among rights groups that existing moderation systems are inadequate to protect news content in politically sensitive contexts.
The digital assaults have wider implications for freedom of expression in Kazakhstan. International monitors note that the pattern of algorithmic takedowns, deepfakes and coordinated false complaints is an efficient, deniable method of censorship at a time when authorities have repeatedly threatened nationwide blocks of social platforms. Kazakhstan’s placement at 149th out of 180 in RSF’s 2026 World Press Freedom Index underscores the precarious state of independent media in the country. For journalists on the ground, the immediate challenge is both restoration of lost content and persuading platforms to introduce effective human review mechanisms for complaints affecting news media.
